राजा लोग सदियों से अपने राज्यों को भोगते आए थे। पहले वे मुगलों की छत्रछाया में रहे और बार में अंग्रेजों के संरक्षण में रहे किंतु अब उन्हें कांग्रेस शासित भारत में मिलने से डर लग रहा था किंतु सरदार पटेल के हाथ राजाओं की भुजाओं पर कसने लगे।

अधिकांश राजाओं को डर था कि आजादी के बाद या तो उनकी जनता उनकी संपत्तियों को लूट लेगी अथवा भारत सरकार उसे जब्त कर लेगी। ब्रिटिश सत्ता, आजादी के बाद किसी भी तरह भारतीय राजाओं की रक्षा नहीं कर सकती थी।

उनमें से अधिकांश को समझ में आने लगा था कि या तो अत्यंत असम्मानजनक तरीके से हमेशा के लिये मिट जाओ या फिर किसी तरह सम्मानजनक तरीके से अपनी कुछ सम्पत्ति तथा कुछ अधिकारों को बचा लो।

31 जुलाई 1947 को बीकानेर नरेश सादूलसिंह ने रियासती मंत्रालय के सचिव को एक पत्र लिखकर विशेषाधिकारों  की मांग की। रियासती मंत्रालय के सचिव ने महाराजा को लिखा कि नेरशों के व्यक्तिगत विशेषाधिकारों के विषय में हमने केन्द्र सरकार के समस्त सम्बन्धित विभागों से राय ली है और मुझे यह आश्वासन देने का निर्देश हुआ है कि नरेशगण व उनके परिवार जिन विशेषाधिकारों का उपयोग करते आये हैं, वह भविष्य में भी करते रहेंगे। बीकानेर महाराजा ने इस पत्र की प्रतियां बहुत से राजाओं को भिजवायीं। जोधपुर महाराजा इस पत्र से आश्वस्त नहीं हुए किंतु उन्होंने केन्द्र सरकार से किसी विशेष अधिकार की मांग नहीं की।

सरदार पटेल के मखमली दस्ताने युक्त हाथ, राजाओं की भुजाओं पर कसने लगे। सरदार पटेल की उदार अपील, माउंटबेटन द्वारा नरेंद्रमंडल में दिये गये उद्बोधन, कोरफील्ड की रवानगी, रियासतों में चल रहे जन आंदोलन तथा बीकानेर नरेश को रियासती मंत्रालय के पत्र आदि परिस्थितियों के वशीभूत होकर देश के अधिकांश राजाओं ने भारत में विलय के समझौते पर हस्ताक्षर कर दिये। बीकानेर नरेश सादूलसिंह हस्ताक्षर करने वाले प्रथम राजा थे।

अधिकतर राज्यों, विशेषकर छोटे राज्यों, जिन्हें अपनी सीमाओं का पता था तथा वे ये भी जानते थे कि रोटी के किस तरफ मक्खन लगा हुआ है, स्वेच्छा से भारतीय संघ के अंतर्गत आ गये। न तो वे अर्थिक रूप से सक्षम थे और न ही उनमें आंतरिक अथवा बाह्य दबावों का विरोध करने की क्षमता थी।

कई बुद्धिमान तथा यथार्थवादी राजाओं ने विरोध की व्यर्थता तथा शक्तिशाली भारत संघ की संविधान सभा की सदस्यता की सार्थकता को अनुभव किया तथा शालीनता पूर्वक भारत संघ में सम्मिलित हो गये। कुछ हंसोड़ एंव मजाकिया स्वभाव के थे, वे भी संघ में धकेल दिये गये। कुछ राजा अपने घोटालों और कारनामों से डरे हुए थे, उन्हें भी बलपूर्वक संघ में धकेल दिया गया।
